IEEE follows stringent policies for plagiarism. Papers having similarities beyond a specified limit of 30% (with References) will be straightaway rejected and therefore, it should be below 30% for camera-ready papers. The authors also need to obtain permission from the copyright holder for third-party content use, if any.
